The International Road Transport Chamber of Pakistan (IRTCoP) warmly welcomes the recent initiative by the Federal Board of Revenue (FBR) through S.R.O. 933(I)/2025, dated 27th May, 2025. This significant step introduces the option of Insurance Guarantee—in addition to Bank Guarantee—for Afghan transit consignments passing through Karachi Ports.
Until recently, the Afghan Transit Trade faced operational bottlenecks due to the requirement of Bank Guarantees under the Risk Management System (RMS), which posed financial and procedural challenges for traders and transporters. Recognizing these constraints, the Ministry of Commerce has stepped in to facilitate smoother cross-border logistics by offering an Insurance Guarantee by AA++ rated companies as a valid alternative.
This amendment was officially made to Chapter XXI, Sub-chapter VII of the Customs Rules, 2001, thereby ensuring enhanced ease of doing business and greater flexibility for stakeholders involved in transit trade.
