A Strategic Initiative Toward Sustainable and Safe Mobility in Pakistan
The Road Safety Conference 2025 is a high-level national dialogue designed to convene government stakeholders, policymakers, private sector leaders, law enforcement agencies, international development partners, academia, and youth leadership to address the critical state of road safety in Pakistan.
This strategic platform will advance discourse around policy reform, infrastructure development, emergency response systems, public transport modernization, and the integration of global best practices into Pakistan’s national transport safety strategy.
Context: A National Crisis Demanding Immediate and Coordinated Action
Pakistan experiences one of the highest rates of road traffic fatalities in South Asia. Each year, over 27,000 people lose their lives and more than 50,000 suffer life-altering injuries due to road crashes, according to WHO estimates.
This conference directly responds to:
Weak institutional coordination
Outdated infrastructure
Under-regulated heavy transport systems
Insufficient emergency care on highways
A lack of national policy implementation on safe mobility
Vision 2030: A Multi-Sectoral Road Safety Framework for Pakistan
The Road Safety Conference aligns with the Sustainable Development Goals (SDGs), particularly Target 3.6 (halve the number of global deaths and injuries from road traffic accidents) and Target 11.2 (access to safe, affordable, accessible, and sustainable transport systems for all).
Key objectives include:
Enhancing legislative frameworks on road safety and freight regulations
Shifting freight logistics from roads to railways
Integrating technology in enforcement and vehicle safety
Launching national-level road user education campaigns
Creating youth-led innovation pipelines for smart transport solutions
Strategic Participation and Stakeholder Engagement
The conference brings together over 500 delegates, including:
Federal and provincial parliamentarians
Secretaries of Transport and Urban Development
Law enforcement leadership including IGs and SSPs
National Disaster Management Authority (NDMA)
Private sector transport companies and logistics firms
Public health professionals and trauma care experts
Youth leaders, academia, and social sector organizations
Live demonstrations of emergency response protocols, expert panels analyzing actual accident footage, and technology showcases from safety innovators will offer an integrated learning and policy design experience.
IRTCoP: Driving Systemic Reform in Pakistan’s Road Transport Sector
As the knowledge partner for the conference, the International Road Transport Chamber of Pakistan (IRTCoP) plays a pivotal role in:
Bridging public and private sector interests
Advocating for smart transport and safety legislation
Strengthening transport companies’ compliance with international standards
Collaborating with railway authorities to decongest national highways
Facilitating international cooperation on sustainable mobility policies
IRTCoP is also actively supporting the national transition from informal transport ecosystems to a data-driven, regulated freight and passenger transport network.
Youth Parliament of Pakistan: Institutionalizing Youth in National Safety Agendas
The Youth Parliament of Pakistan (YPP) continues its mission to institutionalize youth engagement in policymaking. By prioritizing road safety—a critical yet under-addressed public issue—YPP is reinforcing its commitment to mobilizing the next generation of leaders in solving systemic challenges.
Through this event, YPP is fostering intergenerational collaboration on a national scale and advancing evidence-based policy dialogue that places young people at the center of innovation, advocacy, and implementation.
The Road Safety Conference 2025 serves as a national turning point—moving beyond fragmented efforts and isolated awareness campaigns toward a coordinated, sustainable, and actionable strategy. With support from critical public and private institutions, and the active engagement of youth leaders, the event marks a decisive step toward aligning Pakistan’s transport safety roadmap with global standards.
