INTERNATIONAL ROAD TRANSPORT CHAMBER OF PAKISTAN

TIR IMPEDIMENT TO REMOVE SOON BY MINISTRY OF COMMERCE

NLC is worthy member of IRT Chamber and, it is apprised to the TIR Operators that on January 16, 2024 1st Multimodal Land to Sea Transit Consignment from China to Turkmenistan was transacted by TIR Operator NLC. After that other IRT Chamber two members AL Tijjar Logistics (SMC-PVT) Ltd., and GTS Logistics (Pvt) Ltd., immediately managed their Sea to Land consignments under TIR to Afghanistan.

However, the manifest of these two consignments could not filed for transit under TIR to Afghanistan due to some system blocking by Customs. On approaching to the PRAL/WeBOC, it was informed by authorities to President IRT Chamber that there is a “CHECK” imposed in WeBOC system for transit under TIR with countries those are under Bilateral Agreement with Pakistan.

This check imped the Transit under TIR presently with Afghanistan, Uzbekistan and in future other countries upon concluding bilateral agreement with them.

The matter urgently was placed before the National TIR Association PNC-ICC and afterward PNC-ICC and IRT Chamber made a representation with FBR and Ministry of Commerce with apprising that impediment for TIR through “CHECK” in WeBOC is violation of the international treaty TIR Convention. It is expected that this impediment will be removed very soon by the authorities and Transit under TIR for all land locked countries will resume.
